Carmen was appointed Chief Financial Officer, Chief Accountant of the Bank of Canada in August 2014. She leads and engaged team to supports effective strategic planning and financial management across the Bank and provides sound accounting and reporting for the Bank and its related entities. She also oversees the adjudication of unclaimed balances and the corporate travel services.

Born in Sudbury, Ontario, Carmen is fully bilingual.  She received an Honours Bachelor of Commerce from Laurentian University in 1982.  She holds chartered professional accounting designation.  She completed the FEI Canada’s CFO Leadership Beyond Finance program in 2015.

She returned to the Bank of Canada after two years at the United Nations where she was responsible for the New York Audit Services within the Office of Internal Oversight Services.  Her portfolio included the United Nations Joint Staff Pension Plan, the New York Secretariat Capital Master Plan, several headquarters operations, Economic Commissions and the Office for the Coordination of Humanitarian Affairs.  Prior to this assignment, Carmen was the Chief Internal Auditor at the Bank of Canada, where she led the evaluation of the effectiveness of the Bank’s risk management, control and governance processes.   She joined the Bank’s Audit Department in 2002.

Prior to taking on the CFO role at the Bank of Canada, her career focus was on financial, operational and information technology assurance and advisory services in the public and private sectors.  This includes internal audit strategic leadership in the UN, central banking and higher education, and public accounting services with chartered professional accounting firms in Calgary, Guelph and Ottawa.

Carmen has served on several community boards.  She was a member of the Board of Governors of the University of Ottawa in the roles of Vice-Chair of the Board, Chair of the Executive Committee of the Board and Chair of the Audit Committee (2004-2012).  She had the role of Vice-Chair of the Board of the Royal Ottawa Health Care Group and she chaired its Audit and Administration committees (2002-2007).  Carmen has been active in the United Way (past chair of University of Ottawa campaign) and other volunteer organizations.  While living in New York, she co-chaired the Task Force on Risk Issues for the State University of New York’s Global Programs.  Carmen is currently the treasurer and the incoming president of FEI Canada Ottawa Chapter.
